Tokyo acts as a de facto capital of Japan, which may explain why many people consider it a city. It is a special kind of Japanese prefecture since it operates like a city by offering some municipal services.

Tokyo is special among all the Japanese prefectures because the Japanese Imperial Family resides here. You may find the Imperial Palace in Tokyo. The Japanese government is also based in Tokyo. Insurance and investment companies contribute a lot to the economy of Tokyo, and so do the broadcasting, publishing, and transportation industries. However, Tokyo has a very high cost of living nowadays.
